As of Sep 2009, China has had 27 rural commercial banks. The total assets rose by 22.4 times to RMB929.05 billion in 2008 from RMB38.48 billion in 2003. The profit after tax increased to RMB7.32 billion in 2008 from RMB90 million in 2003.

The global economic crisis has impacted on the majority of industries, but China online payment market is growing against the adversity, and has shown rapid growth trend in market scale and number of users. In 2008, the number of users registered 52 million, and in 2009 the figure will exceed 90 million. In 2008, the online payment market valued RMB210 billion, and will reach RMB430 billion in 2009.

With the issuance of Management Measures for Payment and Settlement Organizations, the supervision on online payment industry has been enhanced. The central bank will build up the payment service organization system which is led by the People’s Bank, primarily supported by banking financial institutions, and assisted by payment and settlement organizations. The chaos once in payment industry will be controlled and malicious market competition alleviated. Those online payment enterprises in unfavorable operation will be eliminated, only the profit-making enterprises will survive, so the industry concentration will be further strengthened.

The largest third-party online payment platform in China — Alipay announced the number of its users broke 200 million formally in July 2009, overrunning the giant Paypal to take the first position in online payment industry. As of July 6, 2009, AliPay had boasted of 200 million registered users, with daily trading volume of RMB700 million and daily four million transactions.

With the development of the Internet, particularly the further development of online shopping, the future competition among online payment enterprises will rest with individuation, accuracy and service.

The world’s IC card shipment reached 5.085 billion units in 2008, up 18.7% year-on-year, and it is expected that it will amount to around 5.3 billion units in 2009. The card volume per capita in developed countries was 3.5 in 2008, while it was only 1.1 in China, so there was still a larger growth space in China’s IC card market.

In 2008, China’s smart IC card sales revenue amounted to RMB7.335 billion, and the sales reached 1.946 billion units, down 2% year-on-year; of which, the number of mobile phone card exceeded 700 million units, and the issue of the second generation of ID card had finished in 2008, 918 million units in total. Impacted by global economy downturn, the export had dropped to around over 400 million units in total.

The mobile phone card is one of the mainstream products in IC market. Although the growth in mobile phone subscribers had slowed down in 2008, it is expected that the mobile phone card will still maintain the better sales in the following years taking the trend of more than one card for a person and 3G market development into consideration.

Renewal of the Second Generation Resident ID Card
By the end of 2008, it had finished its issuance in accordance with unified plan of Ministry of Public Security, which had negative impact on IC card shipment.

Bank Card EMV Transference
China Unipay had implemented bank card EMV transference trials in Bank of China, Industrial and Commercial Bank of China, Agricultural Bank of China and China Construction Bank in Jun, 2009. By the end of 2008, China had issued 1.8 billion bank cards in total, and 94% of which were magnetic cards. In the meantime, the credit card had increased relatively rapidly, up 57.7% year-on-year. With EMV transference expands, it is expected that bank card will greatly promote IC card shipment within the following five years.

Student ID Card & All-in-one-Card in Campus
Currently, Ministry of Education and local governments of all levels are discussing the issue of unifying student ID card and campus all-in-one-card. Once it achieves the uniformed standard, it will issue hundreds of millions of cards.

Urban Transport Card
It will develop towards regional all-in-one-card.

Cards for Ministry of Labor and Social Security
In Apr, 2009, Ministry of Human Resources and Social Security announced it would implement medical-insurance-card nationwide, and it is expected that medical-insurance IC card will boost up after the year of 2010.

Governmental and Corporate Identity and Access Card
Being the important measure to guarantee system security, such card also can deal with share information and information infrastructure. In the meantime, it can be smart card, as well as USB KEY.

IC Card Develops towards RFID Field
After the 7th National IC Card Application Conference in 2004, State Leading Group Office of Golden Card Project Coordination had officially listed RFID technology and electronic label applications into key works, started trials in some qualified departments and local governments after over-one-year investigation and discussion, and actively and steadily promoted the construction of RFID application demonstration projects, such as industrial production process and safe production management, promoting agricultural products industrialization, anti-fake and dynamic management for important items, supply chain and modern logistics management, digital tourism industry and modern service sector.

By Dec 31 2008, the net asset value of 477 funds was totaled at CNY1.939 trillion, and the share was totaled at 2.574 trillion, increased by 340.9 billion. However, compared to the total net asset value of CNY3.315 trillion in 2007, the total net asset value has dropped 41.5% in 2008.

According to Eastmoney, in the first quarter of 2009, a total of 37 funds were issued (5 in Jan, 14 in Feb and 18 in Mar); while only 20 funds were issued in the first quarter of 2008.

Among the 5 funds issued in Jan 2009, there were 2 monetary funds and 3 bond funs, none of any stock funds; while in Feb 2009, there were 5 stock funds, 6 bond funds and 4 mix funds. Up to Mar 2009, there were 8 stock funds, 7 bond funds and 3 mix funds.

In 2008, stock funds all had a loss; in contrast, fixed income funds enjoyed a considerable profit: the annual return rate of bond funds exceeded the fixed deposit and the return rate of monetary funds also increased along with the booming of bond market.

Due to the existence of many unfavorable factors, China’s stock market in 2009 will be stay unstable. However, there are still many structural investment opportunities in the market, and the performances of funds tend to be more differentiation.

By the end of 2008, the Ministry of Commerce has accumulative approved over 80 foreign-funded financial leasing companies and 37 domestic-funded financial leasing companies, with a total registered capital exceeded CNY30 billion.

In 2008, the accumulative investment value of China leasing and commercial service industry amounted to CNY113.6 billion or an increase of 54.2% year on year. The industry is expected to maintain a growth rate about 20% in 2009.

The penetration rate of China financing leasing market (the ratio of equipment investment realized by leasing to the total equipment investment) is less 3%, while the global average rate has approached 17%, and the rate for developed countries is between 10% and 30%.

In china, machinery industry had the highest financial leasing penetration rate, which was 8.3% with a total transaction value at CNY24 billion in 2008. The machinery companies such as Shaanxi Automobile Group Co., Ltd, Yuchai Group and Longgong (Shanghai) Machinery Co., Ltd had all engaged in financing leasing business.

The accumulative market value of China aviation leasing market has reached USD200 billion, the average annual newly added contract value was US $8.6 billion, especially in 2005, the contract value was totaled at US $16 billion. By the end of 2007, china had a total of 1,131 planes, 70% of them were acquired in the form of leasing, of which, 30% were financial leasing.

The city commercial banks in China emerged in 1980s when city credit unions were reorganized. Up to the end of 2008, China had had 136 city commercial banks, with total assets exceeding RMB4 trillion. In addition, the total assets had hit RMB4.49 trillion as of Q12009, accounting for 6.5% in the total assets of financial institutions in banking industry, and the net assets had reached RMB277.2 billion.

In comparison with state-owned commercial banks and shareholding commercial banks, China’s city commercial banks are of small scale.
