CREZ came into existence as a part of Senate Bill 20 which was introduced in 2006 is an extension of Senate Bill 7, introduced in 2005. Unlike Senate Bill 7, which made no provision for the development of transmission infrastructure, Senate Bill 20 took this as a legislative strategy. CREZ is the mechanism where the state identified the wind rich zones to expand and construct the transmission network in the coming years so as to promote sustainable renewable energy development in Texas.
